2 passengers in the back

I looked at the Type Certificate Data Sheet for guidance:

and it clearly is only certificated for 2 seats - so I would think the answer is 2 seats = 2 passengers.

The FAA says it is ok to have 2 pax in one seat as long as the seat belt fits around both and they don't exceed any weight restrictions.
