My IA thinks that this AD doesn't apply to my 2001 7GCAA thinking the referenced Service Kit was installed during production but based on the wording of the AD it is open ended and applies to "all subsequent serials of those same models" and further there is no indication that installation of the Service Kit is terminating.

I've always assumed that it still applied, it's more an academic and paperwork question since the required inspection is SOP.

Obviously you addressed this to Jerry, but from everything I've seen, the design of the airbox hasn't changed, so this AD applies to all of us. Of course, if yours doesn't crack its no big deal. If the design of the airbox has changed, then we should be able to terminate the repetitive inspections with the new box in our older aircraft.

I do not see any terminating action for the AD.
In section C). it reads in part, "on models covered by A and B and all subsequent serials of those same models.............."
Notice, "all subsequent serials".
When I rebuilt my 8KCAB in 2002 I installed a new airbox made by Safe Air Repair, PN SAR 4-1637, but since the AD is written to the aircraft and makes no mention of a specific part number that is affected, I think it applies to my airbox even though it is not a Bellanca or ACA part.

I sent an email to a friend of mine who works for the FAA and who is also an A&P, I.A. I asked him to read the AD and see if he could figure out what happens after the kit is installed. He agrees that it appears there is no terminating action and this AD would apply to all aircraft built since 1975. Here is part of his response....

"A production certificate holder cannot deliver an aircraft with an open AD. In today's environment, once the OEM incorporated the design and production change, we would issue a revision to the AD and adjust the applicability section to reflect where the design change became incorporated into production. In other words, there would be a model/serial number at which and beyond the AD would no longer be applicable. Since that appears to have never happened, I would expect a new 2014 8KCAB to be delivered with some statement that AD 75-17-16 has been incorporated, and the required inspection should be signed off every 100hr/annual inspection."

I would like to hear from Jerry Jr. at ACA and see how they handle this AD. Also, can they go to the FAA Chicago office and get the AD amended?
 
You legally have to address the AD unless it has a one-time action (which in the case of a 2001) would be the original airworthiness. For this AD you are trapped by the limited wording.

"C). At each annual, progressive, or 100-hour inspection as required by Federal Aviation Regulation 91.169, on the Models covered by paragraphs A and B and all subsequent serials of those same models, inspect the alternate air valve for cracks. If any cracks are noted, replace the alternate air valve by installing Bellanca Service Kit 251 on Models 7ECA (S/N 723- 70 thru 984-73), 7GCAA (S/N 205-70 thru 279-73), 7GCBC (S/N 202-70 thru 603-73) 7KCAB (S/N 209-70 thru 404-73), 8KCAB (S/N 4-71 thru 119- 73); Bellanca Service Kit #248A on Models 7ECA (S/N 985-74 and up), 7GCAA (S/N 280-74 and up), 7GCBC (604-74 and up), 7KCAB (405-74 and up), 8KCAB (S/N 120-74 and up), 8GCBC (S/N 1-74 and up)."

The thing about this AD is...at annual/100 hour you should be looking at this assembly for cracks anyway. Its supposed to be part of routine inspection. Although we might not need an AD on it anymore, its really no extra work other than a sentence in the logbook. Global AMOC will take the AD part out, but not the inspection per the service manual...which is the same as the AD. Not sure that's what you want to hear or not.

Thanks, I agree with your interpretation, have no problem with doing the inspection the only question my IA had was the requirement for a sign off..........in this case he didn't think it applied and I contended that it did.
