Just curious - how did the City of Huntsville find out that you were going to paint your airplane on your own property?
How is the ordinance worded? Do the same restrictions apply to someone painting a restored car in their garage? How about painting the interior or exterior of a house?
Government intrusion is getting out of hand.
As for transporting the wings, I have found that a 24/26 ft U-haul works well. I built a wooden frame out of 2x4s to support the root end of the wing and put LOTS of padding over the wheel well and rear floor to support the wing tip. I cut down a small 6" long 4x4 block to fit between the wing attach brackets, use the wing attach bolts through the brackets and 4x4 block, attach the 2x4 frame to the 4x4 blocks. The frame holds the wing root in a vertical position, with wing walk area pointing up and leading edge pointing down. There is only about 2" clearance between the leading edge and the floor at the root.
The whole assembly can then be loaded into the u-haul truck, root and frame first. It can be done with two men, one on the frame and one on the wingtip, but is easier with two at the root. The frame and root must be rotated about 30 degrees to get it through the door, but there is ample headroom inside once you get past the overhead door.
I put the root right up against the front of the truck so it won't slide forward during a panic stop, and pad the heck out of the wingtip where it touches the floor or wheel hump.
I found that I can get both wings into the truck, one on each side of the truck, and have enough space to get the fuselage (without tail feathers) in there as well, with the fuselage tail going in first.
I did it this way when transporting it from North Carolina to Mobile and have had to do this again when Hurricane Ivan hit Mobile. I took the truck over to Natchez, MS and stayed there a couple of days until power was restored in my neighborhood. I'll be doing it again this weekend, as I am moving the project from a too small garage out to a rented workshop/warehouse. Around here (Mobile, AL), local truck rental on a 24/26 foot unit costs about $40 per day and 79 cents per mile Sunday through Thursday and 59 cents per mile on Sunday.
I am also planning on having a custom trailer made so I can transport the wings up to Alexandria for some work next summer and that trailer will cost will be about $1700. That trailer will be designed so that the first wing can go onto padding and be secured so it won't slide around, and additional padding will be added on top of the wing to prevent it from hitting the removable deck that will go on top of the first wing. The second wing will go on top of the removable deck with padding underneath and also be secured so it won't slide around. The sides of the trailer will be 4' high from the deck, so standard plywood sheets can be used on the front and sides to protect the wings during transport, and the top will be covered with a tarp for additional protection. The trailer will also be used as a utility trailer when not transporting wings. In order to get the 8 ft width needed for the wing root to fit, the trailer guy says that it will have to be a "deck over" arrangement, where the deck is at the top of the wheel fender, in order to be legal.
On the other hand, it would be pretty cool to have your own Deuce!!!
