Fabric tear

On my 2002 7GCAA I have a small tear (3/8" inch) on the fuselage belly along the "circular cutout" around the fuel drain. it looks like it could be cut out and have an inspection cover installed. It would need a hole for the fuel drain. Seems like a good idea any way. Has any one ever done this or know if it can be done? Also i was looking for "speed tape" or something to make a quick repair before it decides to tear further. Is there something approved ? I was unsuccessful in my web search so far.
 
I use 3M leading edge tape, works great. Was recommended by the factory to keep small things like that from spreading. I have one spot that has been on 5+ years now and seems fine. Don't know about putting in an inspection hole, mine is on the side just below the rear window so it was not an option.
