Fixing wing heaviness

I recall a conversation or two in the 1990s,during my tenure with the B-C Club whilst it was based at 02C in Brookfield (Pewaukee, actually) WI, about fixing "wing heaviness" by reflexing a flap instead of installing a fixed tab on an aileron which pretty much creates permanent drag. Supposedly, as I recall, this was done to each Viking by the factory during testing specifically to avoid the drag increase. I believe the source of the info was Tom Witmer (Witmer Aircraft nee CAP Aviation at Reading & Pottsville, PA).

Anybody have any info on this?

My Cruisemaster looks like it has had its flaps adjusted both up and down to help a heavy wing.
There are shims on one flap and the other has had wood removed from the stop.

Piper Cherokee service manual has a good write on this. They use the flap to correct wing heaviness. I found that the Cruisemaster aileron system has too much slop and this has caused wing heaviness. The aileron may be the culprit. I have not been successful yet in the slop issue. Lynn the crate
