Help and advice about trimmer!

My Decathlon was set up with the trimmer resting mid point on the travel of the arc at neutral trim. After a thorough annual the trimmer was adjusted as per the manual which put neutral two thirds along, where I suppose it should be. In reality it lives in the last part , read furthest forward ,of the quadrant most of the time and NEVER comes back into the last third. I preferred it wher ot used to be. Any views or preferences out there?
 
Get it changed !

The whole point is that you should have free movement around a neutral point.

Also, if you are doing aeros, you will want the trimmer forward to trim to the neutral lift point.

FYI-

As you discovered it is quite common that elevator trim set to the correct value ends up at the forward section of the range, or frequently even reaches the limit and requires forward elevator in cruise. I've seen factory new Citabrias delivered with the trim set correctly that required forward elevator in cruise with two on board, this is because the stabilizer incidence has not been changed as the weight, and speed, increased from the original 7AC design.
