Maybe this source of older regs and manuals is well known to some here, but I just bumped into this trove of aircraft reg stuff. The docs I opened were in the form of processed non-image text. This makes it possible to word search the document, plus they are kilobyte size. Most pre-internet docs on the web are pictures(images) of the doc which makes them unsearchable and megabytes in size.

So, my 14-13 was certified under CAR 04, the only category in 1945-1946, which was later re-named CAR 4a. And the "TSO" didn't happen until 1948, the year I enrolled in Aero Mechanics HS in Detroit. And, no, per CAR 04, a 14-13 does not need a certified/TSO'd tailwheel.
