After many years and thousands of dollars I have been able to taxi around the airport in my 1413-2. When I did my static RPM test with my Aeromatic prop, I removed all of the weights as well as the bolts holding the weights and the digital tack showed exactly 2500 RPM total. According to the book, it is where it should be so do I fly it with no weights at all? Has anyone else experienced this or am I missing something?

I always thought the Aeromatic was pretty simple to set up.
For the initial setup, shim the stop to get redline or a little less. Then add some weights until you reduce the full throttle rpm about 20-50 rpm or so. That is about it 'till you get it in the air for final counter weight adjustment.
