Rims cutting valve stems

I've had three separate issues where valve stems on the mains get cut due to the tube slipping on the rim. I have 7GCAA POH 24 +or- 2psi pressures in the mains. I've decided to up my main tire pressure 32psi in mains (600x6's). Also checking valve stem alignment on the rim more often since I have wheel-pants. Has anyone else had problems with tubes slipping on rims?

I've not had the problem and certainly am no expert but have heard of 2 possible causes of this;

Not enough air pressure allowing the tire to spin on the rim with sufficient friction or braking.

Too much talcum powder used when the tire was installed.
