Before replacing the springs I would suggest blocking the rudder pedals neutral with the tailwheel off the ground. If the rudder is dead neutral then the cable lengths are equal, but if the rudder is off-center, then adjusting the cable lengths might fix your apparent unequal spring tension. After studying the system (see my other post on rudder cables) it seems to me that all those springs are doing is taking the slack out of the rudder cable when the airplane is just sitting. Or when your feet are on the floor. Unless one of the springs are broken, it might save the cost of replacement.
