Scout 70gal fuel tanks

I have a 1999 8GCBC with the 70 gallon tanks. What is the exact set up on the tanks? Are there 2 completely separate tanks, outboard and inboard that one drains into the other? What are the sizes of the 2 tanks? I've owned the plane for about 4 months, and the fuel gauges are wildly inaccurate, and I am just attempting to figure out a system of managing that. Are there any tricks to filling up the tanks so as not to overfill the outer before the inner is full?
Thanks! Other an that, the Scout has been more fun to fly than I anticipated it would be.

Sorry to be so late on this. There are two tanks per side connected by a hose. Fueling too fast chokes the flow to the non fill tank. Best fallow the Scout directions and fuel the last ten gallons per side slowly. Learn from flying and fueling what the fuel indicators are telling you.
