Scout Flap Positions-Which is correct?

I have a 1999 8GCBC. Than manual states that the flap positions are: 0° 7° 14° 21° 27° However, that flap handle in the airplane states 16° instead of 14°. I do have Whipline 2100's, but in the float supplement I can't find any reference to change of flap settings. Anyone have an idea as to which reference is correct?

I know nothing about Scouts with floats. However, I would believe the markings on the flap handle, assuming factory markings, if it were me.
