Some advice on buying a 8-GCBC

My first post and it happens to be a questions. I am looking to purchase a Citabria Scout and I have a few questions

AIRFRAME TIME 1799
ENGINE S.M.O.H. 867 HRS, PROGRESSIVE O/H - This one has got me. I understand the concept of progressive overhaul - looks odd when compared to total airframe hours - does this look like the engine will require an overall.
PROPELLER S.P.O.H. 124 HRS C/S PROP O/H 04/2008
METAL SPAR WINGS - I know ACA provides then....are Millman spars wood or metal? This is a question I have for the seller - if they are Millman does the MTOW also increase?
DAMAGE HISTORY: GROUND LOOP - any suggestions of questions to ask here?

Any advice would be greatly appreciated.
 
I would think the ground loop led to the spar replacement.

Millmans are aluminum. However, they reuse the old ribs and therefore have to put spacers in. The two designs, internally, are not the same.
Millman's do NOT increase the gross weight.

NOTE:
If this is an 8GCBC and not a 7GCBC:
1) Millman's are not approved
2) There is no change in gross weight (stays at 2150)
