Spar end inspection

We are in the process of recovering a super decathlon. When the wing was originally painted they also painted the spar ends.
Per the service letter/spar inspection AD, the butt ends should be checked for cracks.
What is the best way to remove the paint from the wood spar in order to inspect it?

This is what AC 43-13 says about sealing spar butt:

Preventing Cracks. An important step in the prevention of longitudinal cracking, particularly in spar butts, is to ensure that the wood is thoroughly sealed with a penetrating and highly moisture-resistant finish. Application of a thin, slow-curing epoxy adhesive or sealer can be very effective in slowing or preventing moisture changes in spar butts.
