Wheel pant nut and washer

I feel silly asking you guys this but here's my dilemma. Took wheel pants off my 2004 Decathalon. When I went to put them back on I noticed the outside single bolt had 3 washers. Do all washers go on the outside of the pant or do one or more go inside of the pant? Thanks in advance.

Hmm

Supposed to just be one thick standard washer and one star (lock) washer on the outside. Maybe your bolt is one size too long. Should be an AN5-5A bolt. (Washers are AN960-516 and AN936-A516) This is per 4-1474 and applies to both steel and aluminum gear.
 
Thanks Jerry. This is what makes American Champion the leader. Where else can you have this kind of instant problem solving with any other aircraft company?
