When is shot peening required on gear repairs?

I am repairing some light pitting in the steel gear on an 8KCAB. The pitting occured underneat the paint coating. The pits are minor .015 to .020" . After removing the failed paint and blending the pits into the surface, do I need to shot peen the legs? Not sure what all is done during the manufacture other than heat treatment. The area that will be worked with abrasives is on the top and +/- 12" from where the legs enter the fuselage. Plan on using the least aggressive media that I can get by with. Not trying to complicate a simple repair but I have seen the aftermath of a gear failure on a C 182.
