tail wheel shimmy - any advise?

This situation turned ugly for a couple of guys in Alabama recently. See NSTB report #MIA08CA095. It seems that one side of the tail wheel spring separated from the assembly contributing to a ground loop. The pilot raised the tail up in the air after the shimmy started allowing the wheel (minus spring on one side to cock sideways). When he let the tail back down the plane exited the runway causing significant damage to the plane.

My experience shows that all that is required to stop the shimmy is to unload the elevator slightly, just to the point where shimmy stops.
